The old version of MIUI used to have the “stuck in downloading” issue. But, it has been resolved in the newer updates. Are your phone updated to run the latest software? You can also try clearing data for the Play store app. Go to your device’s Settings > Apps > Scroll down to look for and tap Google Play Store > Scroll to the bottom and then tap Clear data.
