Why the Quick tools in the edge panel always stuck in Preparing …

I can’t really use the quick tools on my Galaxy Note 9. It’s always showing ‘Preparing …’ Anyone knows how to fix this?

    I had this one before. This was what I did. Go to Settings > Developer options > Background check and make sure you’ve the Quick tools turned on. That should solve the problem.

          My phone is s8 and in developer mode option there is no option you said background check . What should i do please help...
